Oracle 19c (19.8.0.0) Performance issues in PeopleSoft FSCM 9.2 (PeopleTools 8.57.17) environment

We recently upgraded our Oracle 12cR1 databases (12.1.0.2) to Oracle 19c (19.8.0.0) that are used as the backend database in a PeopleSoft Financials 9.2 (PeopleTools 8.57.17) environment and are having a lot of database performance issues. Has anyone else experienced this same problem and if so do you have any suggestions we can try to help resolve them? What we are seeing are SQLs that have very erratic execution times as though Oracle adaptive features are being used or possibly that SQLs are NOT being cached for some reason. This is also only an issue when clustering
