How does the quote functionality work with new MOSC?

When I click on 'quote' for a post and enter my comments, once my post is saved, the quoted post is the first post with a down arrow to expand, but not the one that I am currently wanting to 'qupte'. Is this behavior same for everyone and intended or anything to do with 'quote levels' in the profile setting? I changed it , but can't find a difference in the post's view of quoted posts.
