Workflow fails to assign tasks assignee.

Only selective requests fail to pass through workflow and get assigned to appropriate assignee. The SOA workflow cannot be a problem as some of the requests go through fine. Verified the approver and beneficiary's dept head are the same.

Errors out with the below error message for every single failed request.

Error in routing slip. The task is assigned to an invalid user 99999 in realm jazn.com. The routing slip is associated with the task definition default/AddAccessApproval1!1.0/ApprovalTask. Verify that the user is specified correctly in the routing slip in the task definition.


Any ideas?
