Conditional Read Only on Responsibility MVG

Hi, I would like to get your opinion/idea on how I can implement a conditional enable/disable of Add/Add All button in Responsibility MVG. I would like to use PM/PR instead of putting the logic in Tools. Is this doable?

The logic is that only certain users are allowed to give the "Siebel Administrator" responsibility to other users.

I want to try implementing this business requirement using PM/PR approach.
