Is Windows Server Admin privileges required for Tuxedo and App/Batch domain services?

I'm using MS Terminal services (mstsc.exe) to connect to the App/Batch server, Windows Server 2016; Tuxedo 12.2.2..0 v2015 installed; OracleProcMGR services using running Logon AS: 'Local System'. This configuration allows me to start/stop domains successfully, using psadmin.

However, when I change this to the designated Logon As: 'Service ID', for example, the app/batch domains fail to start. Getting the following error:

Attempting to start Application Server domain hcmuat...

Booting all admin and server processes in D:\psft\pt\ps_cfg_home\appserv\hcmuat\PSTUXCFG

tmboot: internal error: CMDTUX_CAT:1098: ERROR: Can't create queue

==============ERROR!================

Attempt to start domain encountered errors!. Check the TUXEDO log for details.
