API Create Quotation

Hallo,

I wanna ask, is there any API to Create Quotation and save the transaction with OE_ORDER_HEADERS_ALL.FLOW_STATUS_CODE = 'DRAFT'?

I've already have the API to Create SO, and try to set FLOW_STATUS_CODE with 'DRAFT', but when I run It, It always ended up with 'ENTERED'. I've search about this problem for a week, but there is no article that can give the solution about this.

Please Help for the suggestion about this problem.
