App Engine job using PSXP_RPTDEFNMANAGER

I have an app engine job that executes the GetAttachment command to pull a .xml file from a table, executes the ExecXmlpReport fuction of PSXP_RPTDEFNMANAGER to create a .pdf file and then uses the PutAttachment command to add the file to another table. Everything is working as expected but the execution is slowing down. I started out processing around 50,000 files an hour. I am now only getting 24,000 an hour. I have 6 programs running consecutively and have been processing for approx. 50 hours. The programs are running as psae and not on the
