Unable to install Oracle Developer Tools 19.3.1 for Visual Studio 2019

When I try to install Oracle Developer Tools for Visual Studio 2019 19.3.1 it fails with no helpful error message. I'm installing in into Visual Studio 2019 16.7.7 on Windows Server 2019 10.0.17763. ODT has not previously been installed on this system. The system it's being installed on has no internet access.

There are a few errors in the log file but it's not clear if they are the cause of the failure or what to do about them. Log file attached.

Is the fact that I'm installing this on Windows Server the problem? I can't see any system requirements on the download site beyond the Visual Studio version required.
