Oracle 12C on windows. create db using dbca . it's hang at step: completing database creation.

Iam creating a simple db. it should not take hours. it is hang here. I find last line in dbca log: datapatch F:\oracle\product\12.2.0\dbhome_1\OPatch\datapatch.bat
