Alternates to Oracle Privileged Account Manager.

We only have a few databases, weblogic instances and Solaris servers. Can we achieve comparative logging and access control without implementing Oracle Privileged Account Manager.?

We can use RBAC and sudo from the Solaris perspective but what about Database access?
