ITEM_LOC ranging records are showing "SYS" as both Create_Id and Last_Update_Id. Also the Create Datetime and LastUpdate Datetimes are same. The "Process in Background" is also unchecked on ITEMLOC screen.

Which process creates/updates such records with SYS.
