Error starting Change Assistant after installing HCM PUM036.

Hi. I downloaded and installed HCM PUM036 in a native Windows 2016 environment. Everything appeared to install successfully. When I try to start Change Assistant I get a JAVA error: "Error: A JNI error has occurred, please check your installation and try again."

I seem to remember something like this happening a few PUMs ago and there was a registry setting that needed to be fixed but I can't remember or find any notes on that. I'll take some help if someone will offer it.
