Error-203 Target Environment not found in EMF hub

Received the below error in CA 8.58.06 when trying to deploy Cobol programs for Tax Update Change Package from the PUM image to our target database. First time I have received this error. EM Hub Status is OK

The Validate shows the target database running for app server, process scheduler and web server.
