difference in time between 'Request Created on' and 'Run Anytime After' in process monitor

When I'm running BI Publisher PO reports (ex.Purchasing > Purchase Orders > Report > Listing), 'Run Anytime After' is one hour later than 'Request Created On' time in the Process Monitor. And this is not happening with all user IDs. Does anyone know what could be the cause of delay in the schedule?

This is a new upgrade environment for testing.

Any help would be appreciated. Thanks!
