Rman restore/recover ignores Level 2 backups???

Hello, I have a RMAN stumper that is confusing me and I can't figure out what I'm doing wrong. I'm a Linux sysad who's been put in charge of an Oracle Database and I'm trying to learn more about RMAN.

I have done a RMAN restore/recover to test my disaster recovery. I have Level 0 hot backup of Production from Sunday and then Level 2 incremental backups each day of the week. On Monday, I copy over Sunday's Level 0 and Monday's Level 2 backups to my DEV box. I do a "set until time = 'TRUNC(SYSDATE)';" and then rman restore and recover. Then run NID utility to rename the database to DEV. But the first time I tried this, when I try to do the recover step I get:
