WebLogic Critical Patch update with PUM

Im trying to apply a WebLogic Critical Patch update on our 9 PUM instances due to a push from Security due to these instances being on the network.

Ive tried to apply this critical patch (31961038) with the ROOT, PSOFT and PSADM2 user with no luck, Oracle support seems to be stumped as well, due to not getting a response after a couple days.

Ive applied this to all our DEV/TST/QAT/PRD environments with no issues, has anyone done this on PUM?
