PeopleSoft Financial User Profile Inactive Status

In PeopleSoft Financials/Supply Chain Management, there is no inactive status for user profile. It is judged by whether user account is locked and the last sign on date to determine whether a user profile is inactive or not. I am just curious why not just add an inactive status for user profiles and what is the reason for design like this.
