Create Change Package in PUM for Tax Update 20_E pulls in Connecticut Patch

I uploaded the PRP for both TAX UPDATE 20E and the Connecticut Patch to PUM 36.

I only want to apply Tax UPdate 20-E to our enviornment for now.

When I put in the tax update to select the bug numbers it pulls in the Connecticut patch.

Is there a way to create a package and not have it pull in the Connecticut info?

Is there a way to de-select those patch numbers once pulled in the package?

If this is the wrong place to ask this please let me know.
