App Designer - Permission List Access - How to 'Turn-Off'

In permission list EPEX9000, on the PeopleTools tab, when turning off Application Designer, we are still able to access application designer with edit capability. How do we either "turn off" application designer for this permission list or at least only give read only access to this permission list
