HCM9.2 PT 8.55 - Tax Update20C,D and E package added many cutom tables delete statement

We had a big problem with regards to tax Update 20C to E package. It appears that the package had added around 400+ custom records into the CP_deltt_crttble.SQl script probably created by the change assistant tool. Why would a delivered tax update had to anything to do with completely custom table and on top of this, it ran delete statements and wiped out all the transactional data. Any insights would be helpful on how this might happen and what steps we had to take to exclude these custom tables from the package
