2nd Step of Job Went to Pending, not Queued / Process

USING: PeopleTools 8.53, SCM 9.2

Our PODISP job, which runs daily (both scheduled and manually) when submitted for emails has 2 steps - POPO005 (to create the printouts) and PO_PO_EMAIL.

For whatever reason TODAY the 1st step ran and then the 2nd step did not run - it didn't fail, it just went into Pending status. When we manually set it to Queued status, it went to Processed and executed successfully.

This is the delivered job that we don't make any changes to.

Any ideas why this might happen?
