In upgraded system when we delete a favorite it saves but doesn't actually delete the favorite?

We are currently in the process of upgrading from FSCM 9.0 to 9.2 and from 8.49 tools to 8.57.12 tools and in our upgraded system we are not able to delete favorites.   It saves like I expect but it only removes the check box from the delete column and leaves the favorite in place.   (see attached screen shots)  

I have double checked security and I actually have everything and still can't do it.   Not sure if this is a bug or missing something really obvious.    Our upgraded system is 9.2.34 and PT 8.57.12.
