Event mapper not working as expected

If we have a CREF that we have configured and there is a LINK to the CREF, we have seen many times that we didnt have to map event mapper code to the links. Is that correct? Its not working on some. We have HC_TL_ENTER_TIME_FLU_GBL on which we had custom code working when we tested. Now its not and the SQL trace shows everywhere its using the HC_TL_ENTER_TIME_FLU_GBL_LNK and nothing is configured on the link.
