PS Test Framework Link Click not recognized on custom page

Hello ! I am using PeopleTools 8.55.29 and HCM 9.2.

I have a step in PeopleSoft Test Framework:

Type: Link

Action: Click

Recognition: name=ADD_APPLICANT#ELIGIBILITY

This step should (navigate) click the "Eligibility and Identity" tab as seen in the image.

During play back, it does not navigate to the recorded step: click Eligibility and Identity Tab. Here is the result log:

I've also added a "Page Field Name" (RCUH_PFN1) to the object properties of that link on the page definition, and then as a parameter in PTF to possibly help identify the object

I've experimented with different types and actions to no avail. Please advise.
