How to trubleshoot OpenVPN Server if that not work

I am trying to apply the following project on the oracle cloud region


blogs.oracle.com/developers/launching-your-own-free-private-vpn-in-the-oracle-cloud

*add the H T T P S : / / for accessing the link

However I finished the steps and tried to connect from OpenVPN client agent but not worked and even connected.

How to solve the issue or discover the issue?

Who could help me better in that case?
