Unable to change Designer view in Workflow Builder?

Workflow Builder version: 2.6.3.5.0 (running on 64-bit Windows 10 Enterprise; in compatibility mode for Windows XP, Service Pack 2)

Issue: WF Builder had been functioning normally for quite some time. Now, however, some of the functionalities within the 'View' menu are non-performant. Most notable are the 'Show Label in Designer' and 'Developer Mode' options. It is not possible to view anything other than comments in the process details/designer, and only display names can be seen in the navigator. All other 'View' menu selections -- e.g., Font, Grid Snap, Split Window, Overview, Show Process in Navigator -- continue to function as expected.
