PeopleSoft REQ AWE - EOAWTHREAD_STATUS in I for req's loaded through PO_REQLOAD

Hello,

PeopleSoft 9.2, Module: eProcurement EOAW, PeopleTools 8.56.11

I am loading REQs through PO_REQLOAD process and running PV_INIT_WF process for submitting to approvals. After the process runs the REQ's are being inserted into AW xref table with eaowthread_status as "I" and no rows exisits in STEPINST and USERINST tables. The same REQ when I edit them and submit for approvals from the online page it is submitting correctly for approvals.

Please let me know if anyone has seen this issue?
