Is it possible to place a hold at the supplier level and not at the site level?

in Payables and Cash Management - EBS (MOSC) Question

Hello everyone,

Is there an option to place a hold on the supplier header level and not at the site level in Oracle Cloud 21A. If so, please let me know on the process that needs to be followed.
