India localization 12.2.9

Current we are upgrading to 12.2.9 and we are uptaking India GST localization patch. We have an issue with tax authority sites. In the current version ,  TDS invoice for tax authority is created with section code related site, which is setup at tax rate level.

In the new GST patch , only one site can be setup at first party registrations which is causing issue for us as our reports are based on site default for Tax authority invocie

can you please advise if we have any other setups which will enable us to use more than one site for tax authority vendors while autogenrating the TDS invoice.
