How to "implement" flat file connector in OIM 12c 214

Now that GTC has been deprecated and does not appear under "Provisioning Configuration" from 12c how to "implement" Flat File Connector for reconciliation. We know that we now need to use "Manage"-->Application in Self Service Console to install the connector. Once installed how and where to invoke that so that mapping etc. could be done which was earlier done through GTC in previous OIM versions.
