What is the difference between Translate Delta Package and Translate Only?

Hi experts,

I am using PUM of PI37.

I can create a Translations Delta Package from the Update Manager Dashboard, but what's the difference with Translations Only in All Other Search Criteria?

Update Manager Dashboard> Update Package> All Other Search Criteria (Step 3)> Translations Only (Step 4)

Can all translations be applied with Translations Only?
