Automate user_profile IB messages

Hello,

We are on Tools 8.56.13 for HR and 8.57.08 for ELM and running into some issues with PSOPRDEFN and more importantly PSOPRALIAS not being populated in the ELM DB because the USER_PROFILE isn't kicked off upon user creation. I know that it isn't being kicked off becuase we have a custom process that runs nightly to generate new PSOPRDEFN and PSOPRALIAS rows and insert them directly into the DB, bypassing the save button and all that peoplecode behind it that generates the user_profile message.

When I first implemented ELM I thought that if we required new users to immediately change their HR password that would work, but it turns out that when a user updates their PW PSOPRALIAS isn't being sent over.
