fluid banner sometimes not rendering correctly on PT857

On PT8.57.11, sometimes the fluid banner does not render correctly for some users.

Clearing browser cache does not resolve the issue for the user, and neither my team nor I cannot replicate the issue at will.

The only way to fix this is to recycle the web browser. All is normal for a while, but the issue will reappear for some users while others are unaffected in the same instance. I'm hoping someone has seen this before and can point me to a knowledge doc to review. Thanks.
