Shipping Networks message: "The source and destination organization cannot be the same"

eBusiness Suite R12.1.3

I’m unable to add additional shipping networks when for a newly-created org. (XXX):


I had to change organization to “BHM” to add the “XXX to BHM” network – same for “SPR” to add “XXX to SPR”.  I can create shipping networks without issue for existing orgs.

Any idea why I'm receiving this error?
