Can Oracle EBS trigger discount in Iprocurement based on cumulative release amount

Hi,

1. Can Oracle EBS trigger discount in Iprocurement based on cumulative release amount instead of cumulative quantity?

2. Understand that Oracle EBS can trigger the volume discount based on the Cumulative quantity in Blanket Purchase Agreement. Is this applicable for Blanket Purchase Agreement created via the Purchasing buyer workbench as I can't find the option to enable it?
