India TAX Section 194Q TDS-not applied on invoice<50lakhs though threshold set starting 1

Hi,

The Indian Localization Tax Section 194Q TDS on Purchase of Goods applied for the invoices greater than 50 lakhs, though the threshold defined in the system starting from 1 rupee. Invoices less than 50 lakh is not applied. How does system captures the section code and limit other than withholding threshold limit setup.

Please advise.
