PTF test cases with FSCM Image 39

How do we load the PTF sample test cases?

We have not used PTF before.. We recently installed FSCM PUM image 39 in our test database. The test cases are not present. I've checked in the PTF client and queried the PT tables. Is there an extra step we need to do?

 PeopleSoft Test Framework Sample Test Cases and Libraries (Doc ID 2167721.1) indicated they should come with the image.
