PeopleSoft- AWE Email notification only to second level Approver

We are building AWE for three level - First level approver, Pre-approver, and Final approver.

We want the email notification only to Pre-approver after First level approve approves. workflow will route to Pre approver only on certain conditions.

Can you guide us how to enable workflow email only to Pre-Approver.
