How To Make a Navigation Collection Tile Available to One Specific Role

I created a new Navigation collection, assigned one specific PS role to it in the security tab, left the Public and Author boxes unchecked, and set it to Opt-Dflt. I ran portal sync. However, the new tile appears for every one, including those who do not have the specific role, and allows them to perform read/write actions on the pages that are included in the permission list. What is causing this?
