Can't seem to get a straight, clear answer in Oracle Support

We are upgrading from eBusiness R12.1.3 to R12.2.10.

Currently using the following developer tools with R12.1.3:

Oracle Forms Builder 10.1.2.0.2

Oracle Reports Builder 10.1.2.0.2

Oracle Workflow Builder 2.6.3.5

Oracle jDeveloper 10.1.3.5.0.3

Q1: Which versions of these are required to perform development for Oracle eBusiness R12.2.10, assuming Windows 10 client, application tier is Linux X86, and database is Oracle 19c?

Q2: How do I download those versions from Oracle?
