consolidation process is duplicating eliminations entries

We have a Consolidation Tree structure with several sub-consolidations and the final higher level consolidation. The highest level node consolidation process is duplicating eliminations entries already created for the lower-level nodes.

Please could you let me know if this is a bug or our configuration needs tweaking
