ORACLE EBS - Unable to remove Incompatibility via FNDLOAD in R12

Hi Team,

Even after removing incompatibility from Dev instance , regenerated fresh LDT, still the incompatibility is not removed in Higher instance. Is this an expected functionality after initial migration to higher instances for incompatibility rules? Please advise.
