FTP Over TLS (FTPS) Setup for Solaris 11.4

Something changed with the FTP setup from Solaris 11.3 to 11.4. We successfully setup support for FTP over TLS 1.0 on Solaris 11.3 using the attached proftpd file. It references a private and public key pair. When copying the same file into the /etc directory on Solaris 11.4, the ftp service goes into maintenance mode. Anyone know how the setup has changed?
