How to create physical standby RAC from a TDE encrypted primary RAC using dbca?

I'm trying this in a sandbox environment. I'm using oracle RAC 19c, and I have an empty CDB (no PDBs).

I set up TDE and encrypted the USERS tablespace of the CDB.

Now I'm trying to create a physical standby RAC database from this primary CDB which has WALLET_ROOT, and TDE_CONFIGURATION init parameters configured, so I'm not doing this from sqlnet.ora. The wallet resides in ASM (+DATA/FEHER/WALLET/tde) on the primary side, and I copied it to the same location in ASM to the standby side.

When I try to use dbca, to create the standby, I get the following error:
