Cannot Access App Engines on AE Action Plugin Page

Campus Solutions 9.2; PeopleTools 8.58.11

We were able to access this before we installed .11. Nothing else has changed.

When PeopleSoft User is granted, we can navigate to PeopleTools > Application Engine > AE Action Plugin . Once the App Engine is entered into the Program Name box and the Search button is clicked, we see "You are not authorized to access the definition (any program name)."

I don't see that there is any additional access needed other than PeopleSoft User.  This is our DV environment and Definition Security is wide open. I have done a compare of PTPT1000 between our upgraded and non-upgraded environments, and I don't see that anything has changed.
