Changing Budgetary Control Level

Hi,

I'm new to this environment,

I was wondering if there's any other way to change Budgetary Control Level other than doing it through budgetary control menu? using SmartView Perhaps?

Our Company encountered an error after the latest update that made us can't access the Budgetary Control Menu at all,

we need to change the control level from absolute to advisory at least until we can access the menu again, because we can't process transferring budget for an insufficient funds case due to the error
