Default reporting organization setup in implementation option has no values

Hello Experts,

My client has newly licensed Oracle Project Costing. While performing the basic implementation setup, Setup -> Implementation Option->System-> there is no drop down for Default report organization. I am expecting a drop down value 'Setup Business Group'.  What am i missing here? Is there any pre-requisite step required?
