Custom scoring Engine in Oracle Advanced Collection

I was able to create a custom scoring component, a custom scoring engine in Oracle Advanced collections for our dunning plans. We do not have a license for Oracle Advanced Collections so just want to know if there is any change that is allowing us to use these features? Or its not allowed?
