Billing Interface - wrong location selected

We are looking to use the delivered Billing Spreadsheet load (BillingInterfaceExcelLoad)

When adding data to the spreadsheet , and address sequence is entered on Line level.

When data is imported, intfc_bi has the location entered by user.

When Billing Interface(BIIF000) is run it does not pick up the value in intfc_bi for header address_seq_num instead populates the Primary Bill To based on ps_customer. It does popluate the ship_to_addr_num in ps_bi_line with the entered value.

We are on PT 8.56 PUM 30 for FSCM.
