Transaction Configuration and Transaction Registry changed?

We just upgraded to PUM 38 in PeopleSoft FSCM and I seem to have lost the ability to select whether a notification should be sent by email or not. Some we want to come through email and push/worklist, but some we only want to do push/worklist......but when we upgraded, now all are being sent by email.

Does anyone know why this is, or what setup is causing these options to be hidden?
